I was browsing my local library for "UFO" books (not the band, the flying saucers) and it brought up something called "Spy 25 and Alive" by Owens Tim "Ripper".

WTF is this? 2 CDs, I assume it's another tribute to some band he's done?

That must be it, they spelt the name wrong.
Funny how the only name that showed up was Tims, which is pretty much the only one I would have been interested in there.
